 In the bowl of a food processor, combine the all-purpose flour, shelled hazelnuts, blanched almonds, and brown sugar. Pulse until the mixture is well combined and the nuts are finely ground.

 Add the butter (cut into small pieces), eggs, and lemon zest to the dry mixture. Pulse again until all the ingredients are thoroughly incorporated into a smooth batter.
