  4. Peel and grate the carrots. In another saucepan, cook grated carrots with 3 cups of water until just tender. Add cooked carrots and their liquid to the pot with beets.
  5. Dice the potatoes and cook them in a separate saucepan with 2 cups of water until tender. Mash the potatoes in the water and add to the cooking pot with beets and carrots.
  6. In a large saucepan, combine chopped celery, onions, diced peppers, chopped garlic, 4 cups of water, and chicken soup base. Simmer covered until the vegetables are tender. Once tender, add them to the large cooking pot along with the liquid.
  7. Stir in the vegetable broth, then bring the mixture to a boil. Add instant potato flakes, black pepper, soy sauce, dried dill weed, sugar, and vinegar. Cook for 5 minutes.
  8. If the borscht appears too thick, add additional water or chicken broth (one cup at a time) and cook for 2 minutes longer.
  9. Adjust the seasonings to taste. If the soup tastes too sweet, add 1 teaspoon of lemon juice and stir well.
