Old-Fashioned Chocolate Filling and Frosting

- 4 tablespoons butter
- 2 cups milk
- 1/2 cup cornstarch
- 3 cups confectioners’ sugar (divided)
- 3/4 teaspoon salt
- 2 teaspoons vanilla extract
- 4 egg yolks
- 1/4 cup heavy cream
