Instructions:
- 
Preparation: - Place the sirloin tip roast in the refrigerator a couple of days ahead of time.
- Set the roast at room temperature for 1 hour prior to cooking.
- Thoroughly rinse the roast and pat dry with paper towels.
 
- 
Seasoning: - Generously salt and pepper the roast on all sides.
 
- 
Searing: - Cover the bottom of a roasting pan with olive oil and set it on medium-high heat for about 4 minutes until very hot.
- Wearing a long-sleeve shirt and oven gloves, carefully place the roast into the hot roasting pan and sear on all sides until nicely browned. This should take about 6 to 8 minutes.
 
- 
Roasting: - Set a wire rack in another roasting pan and place the seared roast onto the rack.
- Pour water over the roast, ensuring it covers the bottom of the roasting pan, then pour the red wine over the roast.
- Cut the garlic cloves in half lengthwise and make small slits into the top of the roast. Insert the garlic clove halves into the roast.
- Generously brush the roast with Dijon mustard.
- Season again with salt and pepper, then sprinkle the rest of the seasonings evenly over the roast.
 
- 
Cooking: - Preheat the oven to 325 degrees Fahrenheit.
- Place the roast, uncovered, in the middle of the preheated oven for 2 1/2 to 3 1/2 hours, or until the roast is almost done.
- For medium-rare, remove from the oven when it is rare. For medium, remove when it is medium-rare.
 
- 
Resting: - After removing from the oven, tent the roast with aluminum foil.
- Allow it to stand for 20 to 30 minutes to allow the juices to redistribute evenly throughout the roast and to complete its cooking to your desired doneness.
 
- 
Serving: - Transfer the roast to a cutting board and carve it immediately.
- Serve with the juices, including the 1/2 cup rendered from the initial searing process, in a gravy boat as au jus.
