Instructions
1. Prepare the Batter:
In a large mixing bowl, combine the water, all-purpose flour, cornstarch, baking powder, and salt. Using a hand beater or whisk, blend the ingredients until the batter is smooth and free of lumps. Set aside to rest.
2. Heat the Oil:
