  • 1 red chili pepper (sliced)
  • 2 shallots (finely chopped)
  • 2 stalks celery (sliced)
  • Cooking oil (as needed for frying)

Instructions:

  1. Prepare the Ingredients:
    Begin by gathering all your ingredients. Cook the bihun (rice noodles) in boiling water for about 4 minutes, or until they are just tender. Drain and set aside. Slice the beef into thin strips, and chop the celery, red chili, and shallots into small pieces.
