Make the Batter: In a mixing bowl, combine the all-purpose flour, rice flour, salt, and any flavoring you wish to add. Stir in the ground spice mixture along with the finely sliced green onions, lime leaves, and basil leaves. Gradually add water until you achieve a batter that is not too runny.

Coat the Tempe: Dip the sliced tempe into the prepared batter, ensuring each piece is well coated.
