Prepare the Ingredients:
Begin by adding the drained and soaked broken wheat, chana dal, urad dal, moong dal, mutton, ginger, garlic, and salt to a pressure cooker. Add just enough water to immerse all the ingredients. -
Pressure Cook:
Close the pressure cooker and cook the mixture on medium heat for 5-6 whistles. Once done, reduce the heat to low and simmer for an additional 5 minutes. After 5 minutes, turn off the heat and allow the pressure to release naturally. -
Cool the Meat:
Once the pressure has released, open the cooker and carefully remove the mutton pieces with a spoon or tongs onto a plate. Let the mutton cool. After cooling, separate the meat from the bones. Set the dal aside for later use. -
Prepare the Mutton Mixture:
Place the meat into a food processor with the chopping blade attached and pulse it until you get a coarse mixture. Remove the ground mutton and set it aside. -
Cook the Dal and Mutton:
Heat ghee in a preheated pan. Add saffron strands, green chillies, red chilli powder, turmeric powder, coriander powder, cumin powder, and chaat masala powder. Stir briefly to release the aromas of the spices. Then, add the cooked dal and the ground mutton mixture to the pan. -
Thicken the Mixture:
Stir the mixture constantly until it thickens and starts to pull away from the sides of the pan. This process should take about 5–7 minutes. -
Cool the Mixture:
Remove the pan from the heat and allow the Haleem mixture to cool to room temperature. -
Shape the Kebabs:
Once the mixture has cooled, transfer it to a mixing bowl. Add gram flour (besan) and finely chopped mint leaves. Mix everything well to combine into a dough-like consistency. -
Form the Kebabs:
Grease your palms with a little oil and shape the mixture into round kebabs or patties, as desired. -
Cook the Kebabs:
Heat a non-stick pan and drizzle some ghee over it. Place the kebabs in the pan and cook on medium heat. Drizzle some more ghee over the kebabs and cook until golden brown and crispy on both sides. -
