Prepare the vegetables: Start by washing the potatoes and carrots thoroughly. Bring a pot of water to a boil, and once boiling, add the potatoes. Allow them to cook for about 9-10 minutes. Meanwhile, trim the ends of the carrots. After the potatoes have been cooking for 9-10 minutes, add the carrots to the boiling water and cook for another 3-4 minutes. Drain the vegetables and set them aside.

Cook the veal: In a large pan or casserole, heat some extra virgin olive oil over medium heat. Add the garlic clove and the whole chili pepper to the pan. Allow the oil to heat up and the garlic to infuse the oil, then add the cubed veal. Sear the meat on all sides until golden, stirring frequently to avoid burning. Once the veal is well-browned, remove the garlic and chili pepper from the pan.

Season the veal: Sprinkle salt over the veal and let it rest for a moment as the juices begin to reduce. After a brief period, deglaze the pan with balsamic vinegar, followed by adding acacia honey and a pinch of black pepper. Stir the mixture well to combine all the flavors.

Assemble the parcels: Place four sheets of parchment paper on a flat surface. Spoon the veal mixture evenly onto the sheets, distributing the cooked veal and vegetables. Garnish each parcel with a sprig of fresh thyme.
