3 Reduce the heat to medium and carefully remove the skin that has formed on top of the milk.
4 Increase the heat back to medium-high and repeat the process of allowing the skin to form three times.
5 Add the sugar and the seeds scraped from the vanilla bean into the saucepan with the milk. Stir until the sugar has completely melted, which should take about 2 minutes.
6 Reduce the heat to low and stir in the baking soda.
7 Simmer the milk mixture, stirring often to prevent sticking, but be careful not to break the film of cooked milk forming on the inside of the pan.
8 Continue to simmer, skimming off any foam that forms on the surface, until the mixture is reduced by half, approximately 1 hour.
9 Once the mixture has reduced by half, reduce the heat to very low and simmer for an additional 3 and 1/2 hours, stirring occasionally and skimming off any foam.
10 As the mixture cooks, it will begin to brown, developing the rich caramel flavor characteristic of Dulce De Leche.
11 After simmering for a total of 4 hours, remove the saucepan from the heat and strain the cooked mixture through a fine sieve into a bowl to remove any lumps or impurities.
12 Cover the bowl and refrigerate the Dulce De Leche until completely chilled.
