Instructions:

Prepare the Pumpkin Puree:
- Start by cleaning the pumpkin, removing the seeds and any internal fibers. Then peel off the skin.
- Cut the pumpkin into cubes and place them in a steamer. Steam for about 10 minutes until the pumpkin is tender and easily mashable.
- Transfer the steamed pumpkin to a blender and process it until smooth, using a fine sieve to strain it and remove any remaining fibrous bits.

Make the Panna Cotta Base:
- Soak the gelatin sheets in the whole milk for at least 10 minutes to allow them to soften.
- In a saucepan, combine the fresh cream and sugar. Add the pumpkin puree to the mixture and place the saucepan on the stove over low heat. Cook for 10 minutes, stirring occasionally.
- Once heated, squeeze the excess water from the gelatin sheets and add them to the pumpkin-cream mixture. Stir vigorously to ensure the gelatin dissolves completely, ensuring a smooth and consistent texture.

Chill the Panna Cotta:
- Pour the mixture into molds or small bowls and refrigerate for at least 2 hours, or until it has set and firmed up.

- In a small saucepan, sift the cocoa powder and add water and sugar. Stir the ingredients together over low heat.
- Once the mixture has thickened slightly, transfer it to a bowl and let it cool. Stir occasionally to prevent it from hardening too quickly.

- Once the panna cotta has set, carefully run a knife along the edges of the mold to release the dessert.
- Spoon the cooled cocoa topping over the panna cotta, and for an added crunch, garnish with some chopped hazelnuts.
