- 1 curly chili pepper, deseeded and coarsely chopped
- 3 red bird’s eye chilies, finely chopped (optional, can be omitted)
- 2 tablespoons Quaker Oats
- Cooking oil, as needed
- 1 tablespoon all-purpose flour
- 3 tablespoons cornstarch
- Salt, to taste
- Black pepper, to taste
- Juice of 1 lime
Instructions:

-
Prepare the Fish:
- Clean the grouper pieces thoroughly. Soak them in lime juice for 10 minutes, then rinse with clean water. Pat dry with paper towels.
-
Prepare the Coating:
- In a bowl, combine all-purpose flour, cornstarch, salt, and black pepper. Toss the grouper pieces in the flour mixture until well-coated. Let it sit for a few minutes.
-
Fry the Garlic:
- Heat a small amount of oil in a pan. Add half of the minced garlic and sauté until golden brown. Remove from the pan and set aside.
-
Fry the Fish:
- In the same pan, heat more oil. Once hot, add the coated grouper pieces and fry until golden and crispy. Remove and drain on paper towels.
-
Prepare the Oat Mixture:
- Heat a little oil in a pan. Add the remaining minced garlic and sauté briefly. Add the chopped chili peppers and green onion, and stir-fry for a minute.
- Stir in the oats, mixing thoroughly (add more oil if the mixture seems too dry).
-
Combine and Serve:
- Add the fried grouper pieces to the oat mixture. Season with a bit of salt and mix well to combine. Add the fried garlic on top.
- Turn off the heat and serve immediately.
