Ingredients

Large sardine can in tomato sauce 1 can
All-purpose flour 2 cups
Baking powder 1 tsp
Chicken egg 1
Carrot ½, finely chopped
Green onions To taste, finely sliced
Red chili 1, finely chopped
Garlic 2 cloves, minced
Shallots 2, minced
Ginger 1 small piece, minced
Sugar, salt, and pepper To taste
Ice water As needed

Instructions

  1. Begin by finely chopping the green onions, red chili, and carrot. Set aside.
  2. In a mixing bowl, blend the minced garlic, shallots, and ginger until smooth, then combine with the remaining ingredients.
  3. Add the baking powder, egg, sardines (include a bit of the sauce from the can), and seasonings to the mixture. Gradually stir in ice water until the batter reaches a thick consistency, ensuring it’s not too runny.
  4. Heat oil over low heat and fry the mixture until golden brown. Traditionally, you can scoop the batter with your hands and drop it into the hot oil to form balls, though using a spoon works just as well.
  5. Fry until the outside is crisp and golden, while the inside remains chewy. For a better fish flavor, be careful not to mash the sardines too finely; a gentle mash will keep some texture.
