- 2 whole snapper (filleted and flesh removed)
- 2 cloves garlic
- 2 shallots
- 1 stalk celery
- 2 carrots (grated)
- 1 spring onion (finely chopped)
- 1 egg
- 2 tablespoons all-purpose flour
- Salt to taste
- Black pepper to taste

Prepare the Filling:
- Place the snapper flesh in a blender or food processor. Blend until smooth.
- Add the garlic, shallots, and celery to the blender. Blend again until all ingredients are well combined.
- Transfer the mixture to a large bowl. Stir in the grated carrots, chopped spring onion, egg, and flour. Season with salt and black pepper to taste. Mix thoroughly until the filling is well integrated.

Assemble the Siomay:
- Lay a wonton wrapper on a clean surface. Place a spoonful of the snapper filling in the center of the wrapper.
