Prepare the Tofu Mixture: Begin by mashing the tofu in a large bowl until smooth. Add in the all-purpose flour, tapioca flour, ground pepper, seasoning, salt, and minced garlic. Incorporate the egg, mixing thoroughly. Gradually add water to achieve a firm, not too watery consistency; taste and adjust seasonings as needed.

Add Vegetables: Finely chop the green onion and celery, then mix them into the tofu mixture along with the grated carrot. Stir well until all ingredients are evenly combined.

Steam the Mixture: Grease a steaming tray or dish with oil to prevent sticking. Pour the tofu mixture into the tray and steam for about 25 minutes. Once cooked, allow it to cool before removing it from the tray, then slice it into thin pieces.

Coat the Nuggets: In one bowl, prepare a mixture of water and flour for dipping. In another bowl, place the breadcrumbs. Take each tofu slice, dip it into the flour mixture, then coat it with breadcrumbs, pressing gently to ensure adherence.
