Instructions:
For the Crust:
- In a food processor, blend the all-purpose flour, sugar, orange zest, baking powder, and salt until combined.
- Add the unsalted butter and pulse until a coarse meal forms.
- Pour in 3 tablespoons of ice water and apple cider vinegar. Blend until moist clumps form, adding more water if needed.
- Gather the dough into a ball, flatten into a disk, and wrap it in plastic wrap.
- Chill the dough for at least 1 hour or up to 1 day.
- On a lightly floured surface, roll out the dough into an 11-inch round.
- Transfer the dough to a rimless baking sheet and refrigerate while preparing the filling.
For the Filling:
- Preheat the oven to 425ยฐF.
- In a heavy ovenproof (preferably cast-iron) 9-inch-diameter skillet with 2-inch-high sides, stir 1 1/2 cups of sugar and 3 tablespoons of water over medium heat until the sugar dissolves.
- Increase the heat to high and boil without stirring until the syrup turns a light amber color, swirling the pan occasionally and brushing down the sides with a wet pastry brush, about 6 minutes.
- Turn off the heat and add the 1/4 cup of unsalted butter. Stir until melted and smooth. Allow to cool for 2 minutes.
- Place 1 peach half, rounded side down, in the center of the pan. Arrange the peach quarters close together, rounded side down, in concentric circles around the peach half.
- Press the remaining peach half and quarters, rounded side down, atop the first layer.
- Cook over medium heat until the caramel is bubbling thickly, about 20 minutes.
- Place the chilled pastry atop the hot fruit. Let it stand for 3 minutes to soften.
- Tuck the dough edges around the fruit.
- Bake the tart until the crust is golden and the filling thickens and darkens, about 30 minutes.
- Cool the tart in the pan on a rack for 10 minutes.
- Place a platter atop the skillet and, using oven mitts, invert the tart onto the platter.
- Serve warm with whipped cream.
