Instructions

  1. Brown the Meat:
Begin by heating the olive oil and butter in a large frying pan over medium-high heat. Once hot, add the boneless lamb shoulder. Brown the meat slowly on all sides, turning it occasionally to ensure even browning. This will take about 6–8 minutes. Once browned, remove the lamb from the pan and set it aside.

  2. Prepare the Anchovy Mixture:
In a small bowl, combine the anchovy fillets (chopped finely), minced garlic, fennel seeds, lemon rind, and red wine vinegar. Stir well until the anchovies break apart and the ingredients are fully incorporated.

  3. Cook the Lamb:
Return the browned lamb to the pan. Pour off any excess fat, leaving just a little in the pan for cooking. Season the meat with salt and pepper, and then pour the anchovy mixture over the lamb. Stir gently to coat the lamb evenly with the mixture. Allow the vinegar to cook off, stirring occasionally, until it is nearly evaporated (this will take about 4–5 minutes).

  4. Add the Flour:
Sprinkle the flour over the lamb, stirring to combine well with the pan juices. This will help to thicken the sauce as it cooks. Continue to stir for 1–2 minutes to cook the flour and create a roux-like base.

  5. Simmer the Lamb:
Gradually add the water to the pan, stirring constantly to incorporate it into the sauce. Scrape up any browned bits from the bottom of the pan to add flavor to the sauce. Reduce the heat to low and let the dish simmer for about 30 minutes, stirring frequently to prevent sticking. The lamb should be tender, and the sauce should have thickened.

  6. Serve:
Once the lamb is tender and the sauce has reduced to your desired consistency, serve the dish as is or over your favorite pasta for a heartier meal. This rich and flavorful lamb dish pairs wonderfully with a side of roasted vegetables or a simple green salad.
