Prepare the Dough: In a bowl, combine warm milk and yeast with a pinch of sugar. Add the flour, remaining sugar, salt, and mix well. Once the yeast is activated, incorporate the oil and knead until smooth. Let the dough rest for 30 minutes, covered with a clean cloth.

Make the Sardine Filling: Remove bones from the sardines and shred the fish. In a pan, sauté the blended spices until fragrant. Add the chopped onion and cook until softened, then mix in the sardines. Adjust seasoning to taste and remove from heat.
