Instructions:

Prepare Dough:
- Place the whole wheat flour in a large bowl.
- Add 1/3 cup of water and mix it into the flour using your hand.
- Gradually add water, one tablespoon at a time, until the mixture forms a non-sticky, kneadable dough.
- Knead the dough on a lightly floured surface for about 10 minutes until smooth and elastic.
- Place the dough in a clean bowl, cover it with plastic wrap, and let it rest at room temperature for 30 minutes.

Prepare Filling:
- Heat a dry non-corrodible heavy medium skillet over high heat for 3 minutes.
- Reduce the heat to medium-high and add the ground beef to the skillet.
- Saute the beef, breaking up any lumps with a wooden spoon, until it is no longer red (about 3 to 4 minutes).
- Add chopped onion, green chili peppers, ground cumin, and minced garlic to the skillet.
- Cook, stirring frequently, until most of the liquid has evaporated and the meat begins to brown (about 4 minutes).

- Brush the surface of the paratha with oil, then flip and brush the second side with oil.
- Cook the paratha, turning several times, until it is lightly puffed and well spotted with brown (2 to 3 minutes).
- Repeat the cooking process with the remaining rounds of dough, stacking and wrapping them in a clean kitchen towel as they are cooked.
