Instructions:

  1. Blanch Scallion: In a 4-quart pot of boiling water, blanch the whole scallion until softened, approximately 1 minute. Transfer the scallion to a work surface.

  2. Boil Ribs: Return the pot of water to a boil. Add the ribs to the boiling water and bring it back to a boil. Immediately drain the ribs in a colander.

  3. Prepare Pot: Transfer the drained ribs to a wide 2 1/2- to 3-quart heavy pot. Carefully tie the blanched scallion into a knot and add it to the pot with the ribs.

  4. Simmer Ribs: Add rice wine, soy sauces, 3 cups of water, ginger, star anise, cinnamon sticks, rock sugar, and black pepper to the pot with ribs. Simmer, covered, until the meat is just tender, about 1 hour.

  5. Reduce Sauce: Remove the lid and boil over moderately high heat, stirring occasionally, until the sauce is reduced by three-fourths and the meat is very tender, about 20 minutes more.

  6. Thicken Sauce: Whisk together cornstarch and the remaining tablespoon of water in a cup. Reduce the heat to moderate and add the cornstarch mixture to the ribs. Cook, stirring, until the sauce is thickened, about 1 minute.

  7. Finish and Serve: Remove from heat and stir in sesame oil. Serve the Wuxi Spareribs sprinkled with chopped scallion and fresh cilantro, alongside steamed rice for a complete meal.
