Instructions:

Step Description
1 Mix ingredients for filling until soft and crumbly.
2 Mix ingredients for cover, then knead into a pliable dough using water.
3 Cover the dough with a wet cloth and set aside.
4 In a separate pan, boil sugar and water, adding a tablespoon of milk to clarify the syrup.
5 Boil the syrup until it reaches a slightly sticky consistency between the fingers, then strain.
6 Crush and add saffron to the syrup, and set aside.
7 Divide the filling mixture into 15-16 flattish balls.
8 Divide the dough into 15-16 parts.
9 Roll one part of the dough into a puri and place a filling ball in the center.
10 Pull up all the sides of the dough to seal the filling and press in the center.
11 Repeat the process to make 5-6 kachoris, then fry them in heated ghee on low flame until light brown, turning once.
12 Repeat the frying process for the remaining kachoris.
13 When slightly cooled, make a hole in the center of each kachori (approximately 2cm in diameter).
14 Pour about half a tablespoon of syrup into each kachori and roll them around to let the syrup spread.
15 Allow the kachoris to stand for half an hour before serving.
