Ingredients

- Rinse the beef thoroughly under cold water. Combine the garlic, ginger, coarse salt, and seasoning powder in a blender or mortar and pestle and grind to a fine paste.
- Place the beef and the ground spice mixture into a large pot. Add the water and bring to a boil. Reduce the heat and simmer until the beef is tender, which should take about 1 to 1.5 hours.

Fry the Potatoes:
- While the beef is cooking, heat oil in a pan over medium heat. Fry the potato cubes until they are golden brown and crispy. Remove from the oil and drain on paper towels.

- For the sambal, blend or grind the red chilies, shallots, garlic, and tomato until smooth. Heat a bit of oil in a pan over medium heat and sauté the sambal mixture until it is fragrant and the oil starts to separate from the mixture.
