Prepare the Filling:

- Prepare Vegetables: Finely chop the green onion and onion. Mash the tofu and grate the carrot.
- Mix Filling: Dice the meatballs into small pieces. In a mixing bowl, combine the tofu, meatballs, green onion, onion, and grated carrot. Mix well.
- Season: In a skillet, heat a little oil and sauté the mixture with salt and white pepper to taste until fragrant and slightly golden. Transfer to a bowl and let it cool.
Make the Risoles Skin:
- Prepare Batter: In a mixing bowl, combine the all-purpose flour, full cream milk, and egg. Whisk thoroughly until smooth.
- Incorporate Margarine: Melt the margarine or butter and add it to the batter along with the salt. Mix well until everything is fully integrated.
- Cook the Skins: Heat a non-stick frying pan over medium heat. If using a regular pan, brush it lightly with oil. Pour a small amount of batter into the pan and spread it out evenly. Cook for about 1 minute or until the edges start to lift, then flip and cook the other side. Remove from the pan and continue with the remaining batter.
Assemble the Risoles:
