Pastel Tutup Daging Sapi (Indonesian Shepherd’s Pie with Beef)
Ingredients:
- 3 medium potatoes (steamed and mashed)
- 250 grams ground beef (finely chopped while frozen, then washed)
- 3 oyster mushrooms (finely chopped)
- 3 broccoli florets (finely chopped)
- Scallions (finely chopped, to taste)
- 1 egg (separate the white and yolk)
- Grated cheese (to taste)
- Salt (to taste)
- Parsley flakes (optional, for garnish)
Spice Blend:
- 2 shallots (thinly sliced)
- 1 garlic clove (thinly sliced)
- 1 bay leaf

Prepare the Potato Mixture:
- Combine the mashed potatoes with the egg white. Mix until well incorporated and set aside.

Cook the Beef Filling:
- Heat a bit of oil in a pan over medium heat.
- Sauté the sliced shallots, garlic, and bay leaf until fragrant.
- Add the ground beef, oyster mushrooms, broccoli, scallions, and a pinch of salt. Stir well.
- Pour in a little water and cook until the water evaporates and the mixture is well combined. Remove from heat.

Assemble the Pastel Tutup:
- Prepare three aluminum foil containers or any small baking dishes.
- Spoon a layer of the potato mixture into the bottom of each container, spreading it evenly.
- Add a layer of the beef mixture on top of the potato layer.
- Cover the beef mixture with another layer of the potato mixture.
- Brush the top layer with the egg yolk.
- Sprinkle grated cheese over the top.

Steam and Serve:
- Steam the assembled pastel tutup in a steamer for about 30 minutes.
- Once done, remove from the steamer and let it cool slightly.
- Garnish with parsley flakes, if desired.
