  1. Prepare the Dough:

    • Dissolve the instant yeast in the liquid milk and let it sit for 10 minutes until it becomes frothy. Add the granulated sugar and stir until dissolved.
    • In a large mixing bowl, combine the all-purpose flour and cornstarch. Add the powdered milk and mix well.
    • Gradually pour in the yeast mixture, stirring until combined. Add the egg and melted butter, and knead the dough until it becomes smooth and elastic.
    • Cover the dough with a clean cloth or plastic wrap and let it rise in a warm place for 30 minutes or until it has doubled in size.
  2. Prepare the Filling:

    • Heat a small amount of oil in a skillet over medium heat. Sauté the minced garlic and sliced onion until fragrant and translucent.
    • Add the ground beef and diced carrot. Cook until the beef is browned and the carrot is tender.
    • Season with salt, sugar, oyster sauce, and sweet soy sauce. Stir well and cook until the filling is well-mixed and cooked through. Remove from heat and set aside.
  3. Assemble the Buns:

    • Once the dough has risen, divide it into small balls weighing approximately 35 grams each.
    • Flatten each dough ball and place a spoonful of the beef filling in the center. Gather the edges of the dough around the filling and pinch to seal. Shape into a smooth ball.
    • Arrange the filled dough balls on a baking tray lined with parchment paper. Brush each bun with the milk and melted butter mixture, and sprinkle with sesame seeds.
    • Let the buns rise again for 30 minutes until puffy.
  4. Bake:

    • Preheat the oven to 180°C (350°F).
    • Bake the buns for 30 minutes, or until they are golden brown.
    • Remove from the oven and brush with additional melted butter. Return to the oven for an extra 15 minutes to achieve a golden, crispy exterior.
    • Allow the buns to cool on a wire rack before serving.
