- Fish cakes (known as otak-otak), cut into small pieces

Prepare the Chicken Mixture:
- Place the blended chicken fillet into a large mixing bowl. Add the egg, soy sauce, black pepper, salt, granulated sugar, minced garlic, and tapioca flour. Mix thoroughly until all ingredients are well combined. Taste and adjust seasoning if necessary.

Assemble the Siomay:
- Lay a single wonton wrapper flat on a clean surface or into a steamable mold (a cupcake pan works well). Spoon about 1 tablespoon of the chicken mixture onto the center of the wrapper.
