Instructions:

Step Description
1 In a saucepan, sautรฉ the finely chopped green onion and minced fresh parsley in olive oil and butter over medium heat for about 1 minute, or until they become tender and aromatic.
2 Add the long-grain rice to the saucepan, stirring continuously to coat the grains evenly with the oil and to allow them to become slightly translucent, which takes approximately 3 minutes.
3 Once the rice is coated and glistening, pour in the chicken broth, and add the cayenne pepper and bay leaf, stirring well to incorporate all the ingredients.
4 Increase the heat to high and bring the mixture to a rapid boil.
5 As soon as it reaches a boil, reduce the heat to low, cover the saucepan tightly with a lid, and allow the rice to simmer gently for 18 to 20 minutes, or until all the liquid is absorbed and the rice is tender.
