- In another bowl, mix fish sauce and rice vinegar.

- Heat a wok over high heat. Add 2 tablespoons of oil and heat until the oil is shimmering.

- Add minced garlic to the hot oil and stir fry for about 30 seconds, until golden brown.

Add Chilies:
- Add the chili peppers to the wok and stir fry for another 30 seconds.

Cook Meat:
- Add either the ground pork or sliced chicken to the wok. Stir fry for 3-5 minutes until the meat is browned and fully cooked.

Combine Sauces:
- Toss in the sugar and black pepper mixture, then pour in the fish sauce and rice vinegar mixture. Stir fry until the sauce starts to bubble and thicken slightly, approximately 1 minute.

Add Noodles:
- Add the rice noodles to the wok. Gently fold and stir continuously for 3-5 minutes, allowing the noodles to soften and absorb the flavors of the sauce. Add more oil if necessary to prevent sticking.

- Add most of the Thai basil leaves (reserving some for garnish) to the wok. Toss gently until the basil begins to wilt.

- Add the diced tomatoes to the wok. Turn once to mix with the noodles and other ingredients.

- Transfer the Pad Kee Mow to a serving platter. Garnish with the remaining Thai basil leaves.
